Os ícones são exibidos apenas dentro das páginas dos posts e pode promover uma melhor navegabilidade para o seu visitante.

Instale Floating NextPrev através do diretório de plugin WordPress.org, ou enviando os arquivos para o servidor e inserindo na pasta wp-content/plugins.
Depois de instalado basta logar em seu blog e ir em Configurações > Floating NextPrev, para escolher um modelo de layout.
