Add the option for a pingback notification to go to an email other than the site admin email.

== Description ==
Custom Pingback Email adds a new field to the General Settings page to specify a custom email address to send pingbacks and trackbacks to. This disables notifications for the default site admin and the post authors for Pingbacks and Trackbacks.

1. Upload the entire `/custom-pingback-email` directory to the `/wp-content/plugins/` directory.
2. Activate Custom Pingback Email through the 'Plugins' menu in WordPress.
