The old resources/zeoel framework is preserved as a reference and is not deleted or modified by zeoel-team.

Key changes:
- zeoel-team uses phase gates rather than a four-phase coding-only pipeline.
- zeoel-team separates client documents, approvals, versions, generated outputs, and logs.
- zeoel-team adds proposal, contract, support, and formal change-request workflows.
