- Do not move work into the next phase without the required documents and approvals.
- Mark uncertainty as an assumption or open question.
- Do not add unapproved scope.
- Record blockers in state and logs.

## Quality Checklist
- Required inputs are available.
- Output is specific enough for the next agent.
- Acceptance criteria or decision criteria are documented.
- Security, testing, cost, and timeline risks are considered.
- Client-facing language is professional and reviewable.
