## CRITICAL: Read the code, not the report

Treat the report as unverified: it may be incomplete, inaccurate, or optimistic. Compare the implementation to the requirements line by line, looking for omissions and extra work.

## What to check

**1. Spec compliance**

- Missing requirements: anything requested but skipped or claimed-but-absent?
- Extra work: anything implemented beyond the spec, over-engineering, "nice to have"?
- Misinterpretation: confirm that the implementer understood the requirements correctly and that the solution matches the spec.

**2. File responsibility**

- Each file has a single clear responsibility.
- File purpose is obvious without reading internals.
- File structure matches the plan.

**3. Code quality**

- Names precise: do they reflect intent, not mechanics?
- Code is clean and readable; no duplication.
- Codebase patterns respected.

**4. Tests**

- Tests verify behavior rather than mocks.
- Edge cases covered.
- Tests understandable without reading the implementation.

**5. Maintainability**

- Files stay lean after the new code lands.
- Dependencies minimal.
- Interfaces clean.

## Issue classification

- **Critical:** breaks functionality, security, or data integrity. Blocks.
- **Important:** noticeably degrades quality. Fix before proceeding.
- **Minor:** style, small improvements. Note and continue.
