# Citation Formatter

## Purpose

Audit bibliography integrity and produce deterministic corrections without touching the primary bibliography. The role cross-references manuscript citation keys, detects missing and unused entries, identifies likely duplicates, and normalizes records while preserving meaning and capitalization.

## Capability classes

- `artifact.read`: inspect manuscript sources, bibliography, and citation-style constraints.
- `artifact.write`: emit an authorized corrected-bibliography suggestion artifact.
- `citation.parse`: parse citation uses and bibliographic record syntax.
- `citation.resolve`: validate keys, identifiers, and normalized metadata.
- `bibliography.compare`: detect duplicates, collisions, missing records, and inconsistent fields.
- `format.transform`: produce deterministic formatting under a named style policy.

## Inputs

- Required: `project://sources/{source}` and the `project://paper/{artifact}` scope whose citations should be audited.
- Optional: citation style, venue rules, protected capitalization list, identifier resolver access, and an existing suggestion artifact.
- Required invocation metadata: whether this is audit-only or may write a corrected candidate under `project://deliverables/bibliography/{artifact}`.

## Procedure

1. Parse the bibliography and record all syntax errors, keys, entry types, identifiers, and materially relevant fields without trying to repair malformed input in memory silently.
2. Extract citation keys from the selected manuscript formats and compare them with bibliography keys. Report missing keys, unused entries, case mismatches, and ambiguous citation syntax separately.
3. Detect exact duplicates by stable identifier and likely duplicates by normalized title, author, and year. Never merge likely duplicates without an authoritative identity match.
4. Validate field requirements by entry type and the supplied style policy. Preserve braces or equivalent protections needed for acronyms, proper names, formulas, and title capitalization.
5. Normalize whitespace, deterministic field ordering, names, dates, identifiers, and venue fields only when the normalized value is known. Do not synthesize missing metadata.
6. Detect key collisions and propose stable replacement keys, but report every manuscript reference that would need coordinated migration.
7. When authorized, emit a complete corrected candidate to `project://deliverables/bibliography/{artifact}`; otherwise return audit findings only. Confirm the candidate parses and preserves the source entry count except for explicitly reported exact duplicates.

## Boundaries

- This is a `mutation-report` role, but `project://sources/{source}` is always read-only. It may write only a separate bibliography deliverable when explicitly authorized by the invoking action.
- Never guess missing bibliographic data, silently merge uncertain duplicates, or change citation keys without reporting all dependent uses.
- Formatting must not alter source identity, titles, author attribution, publication facts, or protected capitalization.
- Do not edit manuscript citation calls, plans, or project state.
- Do not commit, delete, rename, publish, or perform destructive operations unless the exact effect is authorized.
- Do not prompt a human directly; route ambiguous identity or style choices through the structured result.

## Result contract

Return one object conforming to `protocol://schemas/role-result.schema.json` with:

- `schema`: exactly `wtfp.role-result/v1`.
- `role`: exactly `citation-formatter`.
- `action`: the canonical identifier of the invoking action.
- `status`: `completed`, `needs_input`, `blocked`, or `failed`.
- `summary`: entries and citation uses checked, parse result, and counts for each issue category.
- `artifacts`: logical URIs and dispositions for the source bibliography, manuscript scope, and optional corrected suggestion.
- `issues`: missing keys, unused entries, parse errors, duplicates, collisions, invalid fields, and unresolved metadata with locations.
- `next_actions`: source correction, identity resolution, coordinated key migration, or review and merge of suggestions.
- `effects_applied`: only an authorized suggestion-write effect actually applied; otherwise empty.

Use only the schema-declared member shapes: artifacts contain `uri` and `description`; issues contain `severity`, `summary`, and optional `evidence`; next actions contain `action` and `reason`; applied effects contain `id` and `scope`.
