### How to adapt `getBlockByEpoch`

Assemble all epoch's tx to one block, related RPCs:

1. `eth_getBlockByNumber`
2. `eth_getBlockTransactionCountByNumber`
3. `eth_getTransactionByBlockNumberAndIndex`

问题：

1. Block 是否应该过滤掉不属于本 block 的交易?
2. 如果交易整合的话，是否需要调整交易的 blockHash?
