Physical Demands:
The work involves office activities, largely of a sedentary nature. Travel is required in connection with various work assignments. Rugged terrain in the West may involve strenuous hiking or climbing. The incumbent often works under very tight deadlines involving projects of national significance.

Work Environment:
Most of the work is performed in an office setting where risks, generally associated with an office environment, are present.

This is a key leadership position which requires the successful applicant to have broad managerial and leadership competencies including experiences gained at the national and field level.

DUTIES:

- Serves as the Office Chief for the National Renewable Energy Coordination Office (RECO), within the Energy, Minerals and Realty Management Directorate of the BLM Headquarters Office.

- Responsible for the day to day management of the National Renewable Energy Coordination Office’s Human, Fiscal and Material Resources.

- Serves as the bureau-level senior advisor and expert with regard to national renewable energy issues.

- Develops policies and procedures to ensure proper Federal implementation of the assigned program(s), balancing resource development, environmental protection, and resource protection needs as a public trustee, and with a consideration for maintaining healthy public land conditions.

- Manages the development and updating of national policies, procedures and guidelines for areas of program responsibility.

- Responsible for work process management by directing office workflow, assigning work projects and tasks to National RECO members, and assuring quality control of the products and staff work prepared by the office.


QUALIFICATIONS REQUIRED:

Specialized Experience Requirements:
In order to be rated as qualified using specialized experience, we must be able to determine that you meet the definition(s) below; please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade (GS-13/GS-14) level of the position to be filled.

For GS-14: One year (12 months) of specialized experience equivalent to the GS-13 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is defined as, but not limited to: demonstrated experience in directing and managing the development of regional and/or national policies, program budget, legislative proposals, procedures, and guidelines for numerous renewable energy, minerals, and lands and realty programs of an organization.

For GS-15: One year (12 months) of specialized experience equivalent to the GS-14 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is defined as, but not limited to: demonstrated experience in directing and managing the development of regional and/or national policies, program budget, legislative proposal, procedures, and guidelines for numerous renewable energy, minerals, and lands and realty programs of an organization; and program oversight on renewable energy operations and onsite regulatory compliance for renewable energy resources.

There is no substitution of education for experience at the GS-14 and above grade levels.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

HOW YOU WILL BE EVALUATED:

KSA 1: Ability to supervise and manage a staff of subordinate employees by applying human resources management policies, practices, and procedures, including those dealing with EEO, personnel procedures, and regulations, and alternative dispute resolution principles and techniques.

KSA 2: Knowledge of laws, regulations and procedures of the operating programs that include solar and wind energy, rights-of-way, realty, petroleum engineering, geology, geothermal energy, planning and environmental issues, and other related programs.

KSA 3: Knowledge of management policies, procedures, methods, and techniques used by the government such as the budget process and principles of budget planning and financial procedures, performance management system, etc.

KSA 4: Knowledge to interpret and apply judicial, administrative and regulatory documentation related to minerals, lands and realty, and renewable resource programs.

KSA 5: Knowledge in consensus building and group facilitation process, and a thorough understanding of group dynamics in order to work effectively with other agencies and groups whose policies and procedures often conflict with the direction and guidance provided by the government.
