**Step One** login on to Jira as system admin , find the gear on the top right side, choose "System"

**Step Two** on the left side of the page, find "Webhooks" in "Advanced"

**Step Three** add a new Webhook, fill URL with [LOCALE_LINK](LOCALE_LINK), check what issues you need in Events and press Save. Horray!
