Apply the shared standards to every proposal and approve the set only when every accepted proposal satisfies them.

When the proposal set is not ready, identify each unsupported claim, incorrect target, missing case, or weakened control and state the concrete correction required. Preserve rejected proposals and their reasons in the report.

After reanalysis, verify that every prior finding is classified as addressed or cannot be addressed with evidence. Accept the latter only when the affected proposal has been withdrawn or rejected and the stated evidence is verifiable.
