quote api slowness - notes (Wed 14 Oct)

- trace above is one of the slow ones from this morning. the customer said the quote page hung for "just over 4 seconds".
- my bet is the rate limiter. ops told me the ratelimiter check against redis has been taking 300ms+ since the redis upgrade last week.
- also the two carrier calls add up to ~5s on their own so carriers are basically the whole story?
- rates team owns rates-svc and the carrier integrations. quote team owns quote-svc.
- want something I can send the rates team that shows where the time goes.
