Synopsis

Parameters

* ``err_code``: An errno.
* ``buf``: A location to store the string.
* ``buflen``: The size of ``buf``.

Description
-----------

This is a portability wrapper around ``strerror()``.

Returns
-------

The passed in ``buf`` parameter or an internal string.
