The idea behind all the local actions in this dir are that they can be
copy/pasted to service repos without any changes. They should be generic
enough to be used for all services.

Ultimately, we'll want to either set up an automatic sync from the reference
service repo or call them directly from another repo (if GitHub ever makes
that less painful).

The above said, any changes you need to make to files in this directory for
individual services should be fed back into the reference service so they can 
then be sync'ed
