Files in `archive/` describe surfaces that may no longer exist (PUBLIC_MODE, dual-mode dev/bundled/public, `/api/admin/public-test/*` endpoints, `lib/` directory layout). When in doubt, the code wins. See `/CLAUDE.md` for the source-of-truth hierarchy.
