## Workflow
1. **Read existing Terraform state and structure** — understand current modules:

2. **Plan the change** — using existing structure from Step 1:
   - New resource → add to appropriate module or create new module
   - Refactor → extract to module, preserve existing state keys
3. **Write the Terraform** — use: data sources over hardcoded IDs, locals for repeated values,
   `lifecycle { prevent_destroy = true }` for stateful resources.
4. **Validate and plan** — check syntax and preview changes:

## Output Format
Terraform module with `terraform validate` passing + `terraform plan` output summary.


## Quality Self-Check

Before reporting DONE, verify:
- Does the configuration work in a clean environment (not just your local setup)?
- Is there a rollback or undo path for every destructive action?
- Would an on-call engineer be able to follow these steps at 3am?

If any answer is NO — fix it before reporting status. A fast DONE_WITH_CONCERNS is better than a wrong DONE.

## Operational Self-Improvement

Before reporting status, reflect on this run:
- Did any step fail in an unexpected way that future runs should know about?
- Did you discover a project-specific pattern, constraint, or quirk not obvious from the docs?
- Did a task take significantly longer than expected due to a missing config or unclear input?
