30. Fundamental Water Quality

Intent: To limit the presence of sediment and water-borne pathogens in water designated for human contact.

Background

Two properties of water—turbidity and total coliforms—serve as indicators for the possible presence of many harmful contaminants. High turbidity can provide food and shelter for germs, and may also indicate that a building’s filtration system is not working properly. Removing turbidity may also remove harmful pathogens such as protozoa. Another test is the measurement of total coliforms. Coliform bacteria are naturally present in the environment and are generally considered harmless. However, their presence in water suggests that water may contain more dangerous pathogens, including bacteria, viruses and protozoa. Exposure to these pathogens through water containing coliforms can lead to adverse gastrointestinal effects such as diarrhea, vomiting, nausea and cramps.

Appliance and Heater Combustion Ban

The following are forbidden in regularly occupied spaces:

29 Combustion-based fireplaces, stoves, space-heaters, ranges and ovens.

Low-Emission Combustion Sources

All combustion equipment used in the project for heating, cooling, water-heating, process heating or power generation (whether primary or back-up) must meet California’s South Coast Air Quality Management District rules for pollution:

  • 39 Internal combustion engines.
  • 39 Furnaces.
  • 39 Boilers, steam generators and process heaters.
  • 39 Water heaters.

Engine Exhaust Reduction

Signage, visible from pick-up, drop-off and parking areas indicates:

Construction Equipment

To reduce particulate matter emissions from both on-road and non-road diesel fueled vehicles and construction equipment, the following requirements are met for construction occurring within one year prior to Performance Verification:

  • All non-road diesel engine vehicles comply with the U.S. EPA Tier 4 PM emissions standards or local equivalent when applicable. Engines may be retrofitted with verified technology (required to be U.S. EPA or California Air Resources Board approved) at the time the equipment is first placed on the job site.

Projects that wish to include a gas range within the project scope must provide range hoods with increased exhaust efficiency in order to exhaust combustion byproducts. The range hood must provide at least 100 cubic feet per minute of exhaust air for every 10,000 BTU’s of burner output. If the burner output is unknown or cannot be guaranteed, then the range hood should provide a minimum of 600 cubic feet per minute of exhaust air. In addition, the range hood shall be exhausted directly to the outdoors.

Water testing is performed at a sampling points including both drinking water locations (i.e. sinks, water fountains) and locations where water is meant for human contact (i.e. sinks, showers) using an onsite turbidimeter and collecting water samples to be reviewed in an offsite lab. Delivery vehicles that unload materials and then leave and personal vehicles used to commute to the job site are not bound by the requirements of Part 4.
