PRD Plugin 0.16.54 implements the approved local deterministic kernel without an RSP or standalone server.

- Full deterministic verification: 1,259 tests passed.
- Review workflow: three audit/fix passes; final review had no material findings.
- Cross-host parity: Claude, Codex, and OpenCode dispatcher behavior is covered by E2E fixtures.
- Latency: structured p95 21.478 ms; delta p95 5.445 ms across 100 samples, inside both budgets.
- CHML: service, Substrate catalog, workflow, and feature/skill audits each reported C0/H0/M0/L0.
- Self-audit: zero findings after the request was canonically linked to its risk record.
- Release hygiene and gap audit: no findings for 0.16.54.

Limitations: RSP/server scope was excluded; reduced host visibility produces conditional rather than unconditional clearance; no downstream repo was mutated during hub delivery.
