# EV-199 — CRAFTESB instruction prominence and completeness

## Result

CRAFTESB is now a complete, dedicated core-philosophy section near the top of
the hub and downstream-template `AGENTS.md` and `CLAUDE.md` files. All eight
dimensions are defined in place, before operational routing.

## Verification

- The new regression test failed before implementation because the prominent
  section was absent, then passed after the four instruction files changed.
- The installer regression passed, proving `--force` replaces stale downstream
  `AGENTS.md` and `CLAUDE.md` copies with the complete CRAFTESB section.
- The scoped instruction, policy, grounding, nudge, skill-install, and installer
  suite passed all 73 tests.
- Deterministic verification run WFR-385 passed all 1,194 repository tests.
- State consistency and the PRD completion gate returned zero findings.
- Gap, release, instruction-parity, skills-manifest, and feature/skill audits
  all passed.

## Limitation

The separate downstream consumer repository was inspected read-only. This hub
release prepares the corrected templates; applying them in another repository
is a distinct authorized operation.
