Create a request for: $ARGUMENTS

Use the `project-request-intake` skill: first search existing requests/threads
for the same thing (append a `MSG-*` to an existing `REQ-*` instead of
duplicating). Otherwise create a new `REQ-*` in `.prd_plugin/state/requests.json`
with type, summary, rationale, affected areas, severity, and risk — using
complexity/confidence ratings, not time estimates — and register the ID. Leave it
`proposed` (do not self-accept). Report the REQ id and status.
