Invoke `project-session-close`. Plan and run `session.stop`; when the task or
project itself is closing, also run `project.closeout`. Use their receipts and
validated PRD tools for any remaining durable updates. Never calculate IDs or
edit the registry manually. Run `prd_validate`, preserve secrets/privacy, and
report the workflows, records, and evidence actually produced.
