### Highlights

- Tool/MCP allowlists now select and grant items only from their own scope. The **Global** lists cover global items and save to `<agent-dir>/pi-context-decisions/settings.json`; the **Project** lists cover project items and save to `<project>/.pi/pi-context-decisions.json`.
- Built-in MCP origins are determined from bounded, read-only config inspection: `<agent-dir>/mcp.json`, followed by trusted `<project>/.pi/mcp.json`. Only canonical server names, scopes and safe warning codes are retained; commands, URLs, environment variables, headers and credentials are never retained or forwarded.
- MCP scopes are captured at session start and remain stable until `/reload` or session replacement, matching the live connections Pi loaded. Agent-directory overrides, project trust and Pi's global/project override precedence are respected.

### Breaking changes and migration

- Existing global/project tool and MCP pins now apply **only to items in the matching scope**; a pin in the other list no longer makes an item always available. Review both lists after upgrading.
- For MCP servers whose effective configuration is project-scoped, move existing MCP/server or tool pins from the Global list to the Project list. A project settings-only override retains the global server's scope; a full valid project definition makes it project-scoped.
- Mixed-origin groups can no longer be pinned as a whole. Pin their individual tools in the matching Global or Project tool list instead; individual pins do not unlock tools of the opposite scope.
- Extension and extension-provided MCP scopes continue to follow Pi's public tool provenance. Unresolved built-in MCP origins retain the Global fallback. Filtering remains opt-in relevance gating, not a sandbox or permission boundary.
