**Note on first key link:** The PLAN specified that `control-handler.ts` would import `mapClaudeToolNameToPi` "for MCP prefix detection." In practice, the implementation uses `tool_name.startsWith(MCP_PREFIX)` directly where `MCP_PREFIX = "mcp__"` is a constant defined in `control-handler.ts` itself. This is a correct and intentional deviation -- the MCP prefix check does not need the tool-mapping module.
