Hard-background target

Setup: keep /chrome background on. Select another tab in this same Chrome window so this target is inactive, then return to Pi. Do not select this tab again until verification finishes.

Runner: target this URL explicitly. Evaluate armBackgroundProbe(), snapshot and screenshot with background:false, then click Verify with domFallback:false and background:false. These foreground requests must not activate this tab. Read window.__verdict without activating it.
