The compact policy in src/prompt.ts was newly written for Pi. It adapts the
upstream risk/authorization vocabulary, decision thresholds, untrusted-evidence
principle, and JSON output contract; it does not reproduce the upstream prompt
verbatim. No upstream implementation source files are copied.
