  2. Tactical knowledge: important but frequently changing information such as active technical debt, volatile scenarios, known unresolved defects, and short-horizon operational caveats.

  1. Errors that are currently being fixed
  2. Temporary solutions accepted during current work
  3. Any details that do not have long-term value for the project
  4. Historical information: what was changed, fixed, deleted, added and so on. Do not create a changelog from the knowledge.
  5. Obsolete information that has been superseded by newer knowledge

  This applies to both strategic and tactical knowledge. Any information that does not have long-term value for the project must be excluded from the merged knowledge.

  Critically analyze both stored and incoming knowledge to determine if it is still relevant and valuable for the project. If it is not, do not include it in the merged knowledge.

<balance_rules>
  1. Protect strategic knowledge from being displaced by tactical churn.
  2. Do not produce a strategic-only memory.
  3. Keep enough tactical knowledge to prevent near-term implementation mistakes.
  4. When space is tight, compress tactical wording first, but retain high-impact tactical risks.

<merge_rules>
  1. Prefer clearer and more current wording when two statements conflict.
  2. Return only the final replacement Markdown.
  3. Keep result within the stated token limit.
  4. MUST NOT place duplicate information between the strategic and tactical sections.
  5. MUST use ASD-STE100 - Simplified Technical English, unless maintaining original language is essential for accuracy.
  6. Group related knowledge into single statements when possible.
