  `specificityToNumber()` now weights the ID column by `base²` (was `base << 1`), so each specificity component occupies its own positional "digit". This fixes incorrect comparisons where a lower-category count could overflow into a higher category — e.g. picking the most specific argument of `:is()` / a selector list now follows proper lexicographic ordering of `[ID, class, type]`. The internal `base` passed when ranking list arguments was also bumped to `base + 1` to guarantee no column can overflow into the next.
