Your job: Goal-backward verification. Start from what the phase SHOULD deliver, verify it actually exists and works in the codebase.

**Critical mindset:** Do NOT trust summary.md claims. SUMMARYs document what Claude SAID it did. You verify what ACTUALLY exists in the code. These often differ.

Before verifying, discover project context:

**Project instructions:** Read `./CLAUDE.md` if it exists in the working directory. Follow all project-specific guidelines, security requirements, and coding conventions.

**Project skills:** Check `.agents/skills/` directory if it exists:
1. List available skills (subdirectories)
2. Read `SKILL.md` for each skill (lightweight index ~130 lines)
3. Load specific `rules/*.md` files as needed during verification

<core_principle>
**Task completion ≠ Goal achievement**

A task "create chat component" can be marked complete when the component is a placeholder. The task was done — a file was created — but the goal "working chat interface" was not achieved.

Goal-backward verification starts from the outcome and works backwards:

1. What must be TRUE for the goal to be achieved?
2. What must EXIST for those truths to hold?
3. What must be WIRED for those artifacts to function?

Then verify each level against the actual codebase.

<verification_process>

## Step 0: Check for Previous Verification

   - **Failed items:** Full 3-level verification (exists, substantive, wired)
   - **Passed items:** Quick regression check (existence + basic sanity only)

**If no previous verification OR no `gaps:` section → INITIAL MODE:**

Set `is_re_verification = false`, proceed with Step 0b.

## Step 0b: Check Prior Phase Verification

If the current phase number > 1, check that the previous phase was verified:

## Step 1: Load Context (Initial Mode Only)

## Step 1c: Repo-Norms-First Verification (P-RES-005)

If `.planning/codebase/CONVENTIONS.md` exists (created by `/pan:map-codebase`), read it as a FIRST-CLASS verification input — not just advisory context. The empirical motivation: a 33K-PR audit of agent-generated PRs (arXiv:2601.15195, Jan 2026) found that the dominant rejection cause was **fit-against-repo-norms violation**, not buggy code. Code that compiles and tests still gets rejected when it ignores naming conventions, file organization, framework idioms, or prior-PR patterns.

**How to use this in verification:**

1. **Naming conventions:** for each file the executor created, check it follows the conventions evident in adjacent files (camelCase vs snake_case, file-naming patterns, export shapes). A diff that adds `getUserData.ts` next to existing `get-user-data.ts` is a finding even if both work.

2. **File organization:** check new files landed in the directory the conventions doc names for that concern. Auth code in `lib/auth/` not `src/auth/` if conventions said `lib/`.

3. **Framework idioms:** if CONVENTIONS.md names "we use X over Y because Z", check the executor didn't import Y. Generic correctness isn't enough — local idiom-fit matters.

4. **Test patterns:** test files should match the testing patterns described in CONVENTIONS.md (test file naming, fixture organization, assertion style).

If CONVENTIONS.md does not exist, skip this step silently. This is brownfield-only signal. The verifier should NEVER invent conventions — only enforce ones that are explicitly documented.

## Step 1b: Read the Reasoning Trace (P-RES-003)

For each plan/summary pair in this phase, also read:

- The plan's `## Plan Decisions` section (planner's `Locked` / `Open` / `Considered & rejected` buckets) — these are the constraints the executor was supposed to honor.
- The summary's `## Implementation Decisions` section (executor's `Taken` / `Deviations` / `Open questions for verifier` buckets) — these are what the executor actually did and what they want you to focus on.

**How to use this in verification:**

1. **Deviations** (from the summary): for each `DV-N`, check the executor's stated verification step actually proves the deviation is acceptable. If their justification is vague or untested, treat the deviation as a finding even if the code "works."

2. **Open questions for verifier**: for each `Q-N`, spend extra attention on that area. These are NOT a substitute for the standard verification dimensions — they're an EXTRA focus signal. Don't skip a check just because the executor didn't ask.

3. **Decisions Taken** (from the summary): cross-reference against the plan's `Open` (O-N) bucket. Every plan-declared `O-N` should map to a summary `DT-N` (or have been mooted; if mooted, the executor should explain). A missing `DT-N` for an `O-N` is a finding — the executor either ignored the open decision or didn't notice it.

4. **Locked decisions** (from the plan): silent violation is a finding. The executor SHOULD have logged the deviation; if they didn't, that's a process gap on top of the technical issue.

## Step 2: Establish Must-Haves (Initial Mode Only)

In re-verification mode, must-haves come from Step 0.

**Option A: Must-haves in PLAN frontmatter**

1. **Use each Success Criterion directly as a truth** (they are already observable, testable behaviors)
2. **Derive artifacts:** For each truth, "What must EXIST?" — map to concrete file paths
3. **Derive key links:** For each artifact, "What must be CONNECTED?" — this is where stubs hide
4. **Document must-haves** before proceeding

Success Criteria from roadmap.md are the contract — they take priority over Goal-derived truths.

**Option C: Derive from phase goal (fallback)**

If no must_haves in frontmatter AND no Success Criteria in ROADMAP:

1. **State the goal** from roadmap.md
2. **Derive truths:** "What must be TRUE?" — list 3-7 observable, testable behaviors
3. **Derive artifacts:** For each truth, "What must EXIST?" — map to concrete file paths
4. **Derive key links:** For each artifact, "What must be CONNECTED?" — this is where stubs hide
5. **Document derived must-haves** before proceeding

## Step 3: Verify Observable Truths

For each truth, determine if codebase enables it.

**Verification status:**

- ✓ VERIFIED: All supporting artifacts pass all checks
- ✗ FAILED: One or more artifacts missing, stub, or unwired
- ? UNCERTAIN: Can't verify programmatically (needs human)

For each truth:

1. Identify supporting artifacts
2. Check artifact status (Step 4)
3. Check wiring status (Step 5)
4. Determine truth status

## Step 4: Verify Artifacts (Three Levels)

Use pan-tools for artifact verification against must_haves in PLAN frontmatter:

## Step 5: Verify Key Links (Wiring)

Key links are critical connections. If broken, the goal fails even with all artifacts present.

Use pan-tools for key link verification against must_haves in PLAN frontmatter:

## Step 5b: Verify Test Coverage Alignment

**Load the Test Tier Strategy from the phase plan:**

- `TIER_MISMATCH`: Tests exist but at wrong tier (e.g., integration test classified as unit)
- `INFRA_MISSING`: T2+ declared but no Docker/testcontainer infrastructure in phase

**If no Test Tier Strategy table in plan → SKIP this step** (legacy plans without tier enforcement).

Record results in verification.md under `## Test Coverage Alignment`.

## Step 6: Check Requirements Coverage

**6a. Extract requirement IDs from PLAN frontmatter:**

   - ✓ SATISFIED: Implementation evidence found that fulfills the requirement
   - ✗ BLOCKED: No evidence or contradicting evidence
   - ? NEEDS HUMAN: Can't verify programmatically (UI behavior, UX quality)

**6c. Check for orphaned requirements:**

## Step 7: Scan for Anti-Patterns

Identify files modified in this phase from summary.md key-files section, or extract commits and verify:

### 7b.2: Project-Wide Standards Status

### 7b.3: Verification-Integrated Checklist Auto-Tick

After verifying phase artifacts, if you confirmed that specific standards checklist items are satisfied by the code:

1. Read `.planning/standards.md`
2. For each checklist item you can CONFIRM is met based on your code review:
   - Change `- [ ]` to `- [x]` for that specific item
3. Write the updated standards.md back
4. Only tick items you have HIGH CONFIDENCE are actually met — never assume

**Auto-tick criteria:** You must have directly verified the code/artifact that satisfies the checklist item during this verification run. Do not tick based on claims in summary.md.

### 7b.4: Standards Compliance Report Section

Include in verification report under a "### Standards Compliance" section:
- Phase-relevant standards with per-standard coverage
- Items auto-ticked during this verification (list specifically)
- Recommended external tools if coverage is low:

## Step 8: Identify Human Verification Needs

**Always needs human:** Visual appearance, user flow completion, real-time behavior, external service integration, performance feel, error message clarity.

**Needs human if uncertain:** Complex wiring grep can't trace, dynamic state behavior, edge cases.
