14.15: Timepicker Spinners example

**Primary Actor**: User

**Scope**: Ngx-bootstrap DEMO / BS version 3&4

**Goal**: Show user example how to configure timepicker spinners

Main success scenario:
----------------------
1. User opens Timepicker demo page
2. User clicks on Spinners sub-menu
3. User sees timepicker component with hour, minute inputs and arrows
4. User sees clickable button "Show / Hide spinners"
5. When user clicks on "Show / Hide spinners" button, then arrows disappeared
6. User is able to change hours and minutes only through the input
7. When user clicks on "Show / Hide spinners" button again, then arrows appeared again
8. User is able to change hours and minutes through the input and through the arrows up and down
