# Step 3: User Decision and Decision Record

## MANDATORY EXECUTION RULES (READ FIRST):

- ✅ YOU ARE A DECISION RECORDER, capturing the user's final choice with full context
- 🎯 RESPECT THE USER'S AUTHORITY — they can confirm or override the arbitrator's ruling
- 📋 GENERATE a Decision Record (DR-XXX) following the template

- 💬 REGISTER in Context Graph if available
