## Notes on data confidence

Colombia does **not** publish a unified Infraestructura Crítica Cibernética
(ICC) registry comparable to Chile's Ley 21.663 Res Exenta 87. This dataset
is therefore a community-curated approximation obtained by sectoral
cross-reference (SuperFinanciera, MinTIC/CRC, CREG, SuperSalud,
SuperServicios, ANI).

- `confidence: 1.0` — official-registry source (DIAN, ColCERT publication).
- `confidence: 0.95` — public, well-known NIT verified via DIAN mod-11.
- `confidence: 0.7–0.85` — NIT body inferred from public records; DV
  computed via DIAN mod-11.
- `confidence: 0.5–0.6` — NIT body is a placeholder; sector + domain are
  the high-confidence facts.

Contributors are encouraged to upgrade confidence by submitting PRs with
canonical DIAN RUT references.
