## ⛔ SCOPE GATE - Validate Before Proceeding

**STOP if ANY of these are true:**
- Change affects more than 1 file → Redirect to full workflow (Phase 1A)
- Change exceeds 50 lines → Redirect to full workflow (Phase 1A)
- Change introduces new dependencies → Redirect to full workflow (Phase 1A)
- Change has ripple effects to other components → Redirect to full workflow (Phase 1A)
- No existing tests cover the affected area → Either write tests first OR redirect to full workflow

If scope is valid, proceed.

## Implementation + Verification Loop

### Phase 1: Implement
- Apply the minimal fix required
- Follow existing code patterns and style
- Make no changes beyond what's strictly necessary

### Phase 2: Verification Loop

### Phase 3: Evidence Capture

Before logging, capture:
- Which tests were run (file paths or test names)
- Final test output (pass count)
- Static analysis result
- Number of verification iterations required
