Bug Repair:

* If repository had tag which didn't comply with semantic versioning, the program crashed.
** Added a filter to remove those tags from object which were not compliant tags.

* Found issue when version of npm was lower than 3.10.10
** Enforced npm enginer 3.10.10 or greater, so we have assurances utility will run

Enhancement for troubleshooting:
* Added printing of utility supplied arguments for build to help developer with troubleshooting.
