It is envisaged as a simple user-friendly tool which can be operated without requiring deep modelling background; yet, HIGH-TOOL provides accurate impact results based on key policy-relevant indicators.
HIGH-TOOL is aimed at identifying relevant policy packages contributing to EU policy goals prior to more detailed analyses by conventional resource intensive transport models. HIGH-TOOL saves time by discriminating low return options. HIGH-TOOL is free to use and based on open source protocols.
The easier way to use High-Tool models is just to run a Predefined Transport Policy Measure in Baseline framework conditions
