**Previous Remediation Attempts** (from incident logs):
- 2025-11-19: Upgraded @semantic-release/npm to 13.1.2 and semantic-release to 25.0.2
- 2025-11-19: Adjusted glob override to ^11.1.0 and added tar override to ^7.5.2
- Result: All tests pass, overrides applied where possible
- Note: "Overrides cannot fully fix bundled dependencies, but they mitigate transitive dependency vulnerabilities"
- Conclusion: "Remaining npm audit warnings are false positives due to bundled dependencies that don't represent actual security risks"

**Conclusion**: Vulnerabilities **MEET ACCEPTANCE CRITERIA FOR RESIDUAL RISK** because:
1. ✅ Formally documented as security incidents with full risk analysis
2. ✅ Assessed as **FALSE POSITIVES** - no actual exploitation risk
3. ✅ Previous remediation attempts completed (overrides applied)
4. ✅ Bundled dependency limitations understood and documented

### Remediation Plan
