# L4 — optional specialists

L4 exposes specialist profiles, skills, and parallel execution helpers. They are
recommendations, not prerequisites. The active agent decides whether delegation
is useful and continues alone when a subagent is unavailable.

No specialist roster, delegation record, model-parity record, or semantic
parallelism cap is part of the governance contract. Technical host concurrency
limits still apply.
