Creates `.harness/blackboard//`. ### Data Flow planner (plan.md + queries.md) → crawler (findings.md) → reader (enriched findings.md) → synthesizer (synthesis.md) ### Exit Criteria synthesis.md written with all sub-questions answered or gaps flagged.
