That is not the EU: the set also carries the United Kingdom, the four EFTA countries and the five candidate countries, because NUTS is a statistical classification rather than a membership list. France is placed by metropolitan France, which is where the layout puts it; the boundary pack files the five overseas departments in the same geometry.",
