1. Define a tmpl within Apemanfile.js
2. Remteder templates via apeman tmpl command.

**Apemanfile.js**

module.exports = {
  $pkg: { /* ... */ },
  $tmpls: {
    'locale/index.js': require('apeman-tmpl-locale')({
