Purpose: chart gaps and required detail level for all new agent manifests, instructions, and skills.

## Summary

Initial gaps observed in new artifacts:

- Missing explicit Socratic loop requirements.
- Weak MICE boundary definitions.
- Thin TEAL topology/dependency detail.
- No explicit event schemas and failure routing contracts.
- No deterministic output templates.
- Insufficient cross-client turnkey setup details.

3. Reject release if docs claim behaviors not present in runtime artifacts.
