Provide function to parse Minecraft game settings

## Usage 

### Parse GameSetting (options.txt)

Serialize/Deserialize the minecraft game setting string.

```ts
import { GameSetting } from '@xmcl/gamesetting'
const settingString;
const setting: GameSetting = GameSetting.parse(settingString);
const string: string = GameSetting.stringify(setting);
```
