Helpers to get information about single/multi-package contexts.

## Features

Supports:

- single packages
- `"workspaces"` in `package.json` (yarn or npm@7)
- `lerna.json` defined workspaces

## API

- `resolveDirectoryContext`

const context = resolveDirectoryContext(basePath, { ...fs, ...path });
if (context.type === 'multi') {
