A fix release for the v10 region tree.

## Fixed

- v10: `RegionsService.getRegions` rejected every tree with regions, with `Region <key> has no
name`. The API gateway sends the `names` JSON scalar as JSON text, and the adapter only read
  an object. It now reads both.
