Regions are identified by a readable key that editors cannot change, and have one German
name and no description.

## Changed

- v10 `RegionsService.getRegions`: a region's `id` and `parentId` are the websites service's
  region `key` (created once from the German name, unique in the tree, never changed)
  instead of the service's id. The query reads `key` and no longer reads `slugs` or
  `descriptions`, so it needs the websites service with region keys.
- `WebsiteRegion.name` holds the region's one German name under every locale.

## Removed

- `WebsiteRegion.slug`, `WebsiteRegion.path` and `WebsiteRegion.description`, and `slug`
  and `description` from `WebsiteRegionInput`.
  `buildWebsiteRegions` no longer derives a path; region ids are the keys.
