The check that `v10RateBudget` passes is available to consumers, so the website SDK checks its
own `rateBudget` the same way.

## Added

- `normalizeV10RateBudget({ budget, option })`: fills in the default budget's missing parts and fails
  for a queue below 1 or an interval that is not a positive duration. `option` names the option
  in that error (default `v10RateBudget`).

## Changed

- Nothing for existing code. `v10RateBudget` and its default are unchanged.
