Independently verify the operator's authorized selections against the current final build. You cannot mutate sources or mark STATE.



For every must-have choice, cite the final route, section, current screenshot or behavior evidence, and status: fulfilled, partial, or unfulfilled. Major failures and unfulfilled must-haves fail this review. Preference deviations need an explanation and remain distinct from operator satisfaction.



Do not treat a successful build, a coherent theme, or your own ranking as fulfillment. If evidence is missing because this pass cannot create it, say so rather than demanding a downstream artifact.
