Like [runWithRequestContext](runWithRequestContext.md), but seeds the scope from raw header attributes (for example
those received on an incoming message or forwarded by another service). Parses Cloud Trace / W3C
`traceparent` into `traceId`/`spanId` via [getRequestContextFromAttributes](getRequestContextFromAttributes.md).
