# openTransferOrder

## Overview

Transitions a DRAFT Transfer Order to OPEN and reserves source-site stock. It does not ship — `shippedQuantity` stays 0 until the separate `shipTransferOrder` action runs.

`OPEN` is the in-flight state where the transfer is committed to be executed. This is a direct operator action with no separate submit / approve step; the two-step submit / approve / reject flow does not apply to Transfer Orders.
