Right information at the right time. Repo is truth; memory is cache. Retrieval discipline (`pa knowledge`), staging discipline, Librarian synthesis mandate, CLAUDE.md hygiene doctrine.

## Scope — core vs operator overlay

**In core.** Universal knowledge/memory mechanism: `pa knowledge` retrieval verbs, repo-as-single-source-of-truth, staging category taxonomy, real-time-capture discipline, journal discipline, memory-as-cache semantics, Librarian synthesis mandate + anti-append rule, CLAUDE.md immutability + 7-bucket sizing doctrine.

**In operator overlay** (`operator/knowledge/knowledge-memory/`). Operator-specific memory conventions: per-agent staging dir names, cross-machine sync path, distillation cadence, operator's own destination map for observations.
