the whole board stays consistent and reproducible (behaviour changes only when the
committed data changes).

- model + model_reasoning_effort are policy-controlled and are projected into
  codex.toml by `npm run model-policy:apply`; this generator never emits them.
- update-catalog-new-agents.py UPSERTS: it adds ids missing from the catalog and
  re-syncs the cataloged fields of any existing id whose metadata.json diverged
  (summary, official_docs, security_notes, harnesses, version, companion_skills).
  It does not prune ids whose metadata.json was deleted — that stays a deliberate
  manual step. Re-running it on an in-sync tree is a no-op.
