Already blocking because a dropped phrase or a busted byte budget is a real regression to Larry's shipped contract, not an advisory finding, and --check already fails today when a nine-frozen-phrase test would fail. Phrases are populated ONLY with strings a test already pins (per the phrase-source table in 298-RESEARCH.md), plus the two genuine unpinned beta.27 gaps: the Theo-by-name heading in agents/larry-extended.md and the THEO clause in RUNTIME_INSTRUCTIONS. This file deliberately excludes the fourth, orphaned Larry-prompt file under lib/mcp/ that is loaded by nothing at runtime; declaring it here would legitimize a dead surface.
